BENTON CLEAN AIR AGENCY RECEIVED A NEW SOURCE REVIEW APPLICATION FROM ATLAS AGRO NORTH AMERICA CORPORATION’S PACIFIC GREEN FERTILIZER TO ESTABLISH A NEW FACILITY FOR FERTILIZER PLANT PRODUCTION AT A NEW FACILITY TO BE LOCATED AT 3501 STEVENS DR. RICHLAND 99354 IN BENTON COUNTY, WA.

Benton Clean Air Agency (BCAA) has received a New Source Review (NSR) application from Atlas Agro North America Corporation’s Pacific Green Fertilizer, to construct, establish and operate a new chemical nitrate-based fertilizer plant at the above location. The plant will include various process units that will produce hydrogen, oxygen, ammonia, nitric acid, and ammonium nitrate. Air emissions from this operation include Nitrogen Dioxide (NO2), Carbon Monoxide (CO), Sulfur Dioxide (SO2), particulate matter (PM), fine particulate matter with an aerodynamic diameter less than or equal to 10 microns (PM10), fine particulate matter with an aerodynamic diameter less than or equal to 2.5 microns (PM2.5), and Volatile Organic Compounds (VOC’s). In addition to toxic air pollutants which includes Ammonia (NH3), Cadmium, Diesel Engine Exhaust Particulate, and Hexavalent Chromium (Chromium VI).

Some of these air pollutants are known to be Hazardous Air Pollutants (HAPs) or Toxic Air Pollutants (TAPs)., in accordance with the Federal Clean Air Act (FCAA) and the Washington Administrative Code (WAC) 173-460-150, respectively.

The public may request a public comment period on the proposed action described above. Requests for a public comment period must be submitted to the BCAA in writing to the agency address at 526 S. Steptoe St. Kennewick, WA. 99336 or electronically at and must be received by the end of the business day on February 11th, 2025.
