Horn Rapids Renewable Natural Gas (RNG), LLC is proposing a pressure swing adsorption (PSA) biogas upgrading facility at the Lamb Weston water treatment plan on Saint Street in Richland, WA. This facility will capture the biogas for cleaning and injection into a nearby natural gas pipeline. This PSA process recovers the biogas for beneficial use.

Sulfur Dioxide (SO2) emissions will increase at this facility as a result of this proposal, though they will decrease at the Lamb Weston WWTP as this is the source for the biogas. SO2 emissions are estimated to be 89 tons per year, NOx 2 tons and CO 4 tons per year. Less than 1 ton per year of HAPs and TAPs will be emitted.

The draft permit is available here and is available at the BCAA offices at 526 South Steptoe Street in Kennewick, WA. 509-783-1304.

Robin Bresley Priddy, PE is the contact for further information, at the phone number and address above or robin.priddy@bentoncleanair.org.
