Benton Clean Air Agency (BCAA) is seeking comments on a draft Title V Air Operating Permit for the Horn Rapids Landfill, City of Richland, located at 3102 Twin Bridges Road, Richland WA. Emissions released to the atmosphere include nitrogen oxides (NOX), volatile organic compounds (VOC) and aerosol particulate matter (PM). This draft Title V Air Operating Permit compiles existing air quality requirements into one document and establishes monitoring and recordkeeping to ensure compliance with those requirements. The permit does not affect the type or quantity of air emissions from the facility, and does not authorize any increase in emissions above that already allowed.
Copies of this draft Title V Air Operating Permit and supporting material are available for review on the BCAA Website at www.bentoncleanair.org .

City Selection Committee Meeting
The City Selection Committee for the Benton Clean Air Agency will convene on November 16th 2022, as called by the Benton Clean Air Agency, for the purpose of appointing a new member to the agency board. Said meeting will be held at 2:00 pm at the Benton Clean Air Agency offices at 526 South Steptoe Street in Kennewick, WA. Pursuant to RCW 70A.15.2020, the individual to be selected shall represent one of the cities of the county. Battelle - Pacific Northwest Division (PNNL)
Battelle PNWD plans to add a diesel standby generator, two hot water boilers, a natural gas standby generator, and a cold spray system at their facility on the PNNL campus bounded by Steve’s Drive on the west, George Washington Way on the east and north and on the south by 4th and 3rd streets in Richland, WA.

Horn Rapids Renewable Natural Gas (RNG), LLC is proposing a pressure swing adsorption (PSA) biogas upgrading facility at the Lamb Weston water treatment plan on Saint Street in Richland, WA. This facility will capture the biogas for cleaning and injection into a nearby natural gas pipeline. This PSA process recovers the biogas for beneficial use.
Sulfur Dioxide (SO2) emissions will increase at this facility as a result of this proposal, though they will decrease at the Lamb Weston WWTP as this is the source for the biogas. SO2 emissions are estimated to be 89 tons per year, NOx 2 tons and CO 4 tons per year. Less than 1 ton per year of HAPs and TAPs will be emitted.
